Thus when any part of this great body, hath grown unwieldy, by attracting too much nutriment to it self, he hath substracted from it, to give to others, what was expedient; cantoning great Monarchies, and distributing them into more moderate Principalities; and when he hath seen it needful (on the other side) strengthening weak members by accessions contributed from adjacent parts, hath enabled them to support themselves.
