Lastly, Where obedience to the will of God dischargeth a man from performing the will of the ruler; or of Incurring the Scandal and Contempt of Authority, or of Encouraging the Careless or the froward, to neglect or oppose Government, there the less evil must be chosen according to that received maxim, Salus People Supreme lex, and to the Apostles Rule, If it be possible as much as in you lies have peace with all men, Rom. 12.18.
