In-Text This then is the First Divine Character of a good Governour, That he ought by all means to carry on and endeavour the universal Good of the People under him. A 2d. duty that belongs to Magistrates in Imitation of him, from whom their Power cometh, is an Universal Justice, both as it relates to God and Man.
